The Big Ten and Pac-12's decisions hinge on a consistent, comprehensive policy regarding COVID-19. Conference can control those factors during conference play, whereas opponents for non-conference games may operate under differing rules. There are a lot of MAC and Horizon schools closer to the heart of the Big Ten than Maryland and Rutgers, but Maryland and Rutgers play by the same rules as the rest of the Big Ten.

Not sure about the Army game. West Point and Navy have exemptions to play fall sports if they choose. As for CCSU, the schedule looks to be in compliance with the Northeast Conference's decision to delay the start of men's soccer to 9/10 or later.
