Sorry, but that's standard. Brazilians referee Arg x Uru, Uruguayans referee Arg x Bra more often than not. That part is not conspiracy, it's cause those refs are generally the best ones for tough matches.
The problem is giving that Bruno Guimarães foul, for example, on the right, while not giving the earlier foul on the left against Rodrygo. It's a cowardly way to control a match by selectively choosing when to play on and when not.
