Referees have bosses. If those bosses say “Do A, B, and C”, you do those things. I’m sure there is discussion in training sessions, but at the end of the day there are directives. If you don’t follow those, you won’t get more games. This even happens in high school associations. I don’t like dealing with incidental foul language that others can hear, but my state has said to caution it. So I caution it.
