If life were fair, CHUPAR (Chile, Uruguay, Paraguay, Argentina) would have hosted the Centenary edition of the WC; since FIFA was probably offered a better deal (and at this time in history, that's all that counts for Giani) by PORESMAR, they just gave a little consolation prize to 3 of the original bidders.
