International play is a snapshot. Club play is a far larger sample size with consistent variables. If you have two players playing weekly at a similar club level, why the hell would you put more stock in performance if one plays for France and the other plays for New Zealand as an example? Do you also do that with NBA players? Luka Doncic can’t win much with Slovenia so a random USA Olympic team member is better?

Foden is one of the best attacking midfield players in the world. Now, how much of this is due to his setup at City? Probably some! But could you swap in CP for Foden at City and not lose anything? Think the answer is a clear no. And that has nothing to do with the punditry of Gary Neville or Micah Richards. Now, as to your international point... there's no question Foden has been disappointing for England. But this can happen to lots of incredible talents when in a particular international situation, whether regarding management or the players around them. There were times when Messi, certainly by his absurd Barca standards, really struggled with Argentina. And England in particular, how many times have we seen them misuse incredible talent? Were you around to see what they did to the likes of Lampard, Gerrard, Scholes? 3 of the most incredibly talented midfielders in the past 30-40 years, and for England they've all at times in their international career looked poor.
As much as I'm a fan of Pulisic, can anyone say he's clearly the best player in Concacaf? Different positions and demands on them as players, but I'm not prepared to say he's the best.
I don't think you can even say he's the best winger in Concacaf. He's probably the best player for his national team in Concacaf though.

No, I mean Bailey. He's had higher peaks than Pulisic in both the Bundesliga and the Premier League. Pulisic blows him away with national team play, but Bailey's largely been the better club player. Close though, reasonable minds can differ, which is why I don't think you can say he's even the no-doubt best winger in Concacaf, much less the best player.
Yeah - even with Baileys excellent season last year I still think Pulisic is the better player although better player might not always translate to more effective based on a lot of variables.
He had 1g and 0a in in 442 minutes in the CL last season. Not good numbers for a player of his quality.
