I would think that Malta has to permit divorce now that it is an EU member state. Any EC treaty experts here? That would leave just the Philippines.
That's quite different. EU membership can require member states to amend their laws to conform with the rights granted all nationals of EU members. Appeal is available to the European Court of Justice where a country's laws conflict with EU law. But, WTF, we're only talking about little Malta.
