It's not a penalty because the foul did not occur in the box. It's not a red card because the referee did not feel that it denied an obvious goal scoring opportunity.
Well, the referee is a moron because; A) Garcia was the last man and B) He was through on goal had the foul not occurred. It is debatable whether the foul occurred in the box. It is NOT debatable whether or not that was a red card. Additionally, whoever it was that elbowed Mapp in the head at the beginning of the play should have been yellow carded after the play was over. I understand playing advantage, but that was a clear yellow card.
It was a judgement call. If you were to ask Mr. Stott, he would likely say that he did not feel the player was heading directly towards goal and thus was not facing an obvious goal scoring opportunity or that the ball was going to get away from him. Something along those lines that he felt had otherwise negated the scoring opportunity.
