Never(that I know of). In fact I believe that the tie breaker has ever gone to goals scored once, in 89.
A quick peek at my 2002-2003 News of the World Football Annual shows Huddersfield Town ('23-'24), Portsmouth ('49-'50), Arsenal ('52-'53), and Manchester United ('64-'65) won League title tiebreakers on goal average. I'd rather see 'em play off right away to break a tie, like they do in baseball. -G. Rex
