MLS used league level contracted scouting services for years and it tended to be hit and miss at how effective they were. Having the scouts looking for the league as a whole often ended up in the scouts not addressing specific issues that a team had and you'd have teams taking players that, while good on paper, weren't a good fit for the club itself. This might work for now to keep costs down, but at some point CPL teams are going to need to get their own scouts and/or contract with the services themselves. Getting league level scouts just isn't as effective as team level scouts.
From what I hear, teams can submit what they need and the scouting service would look for it. I don't think it's forever. It will take time for CPL clubs to create their own network and set up an efficient system. In the meantime, it's a league tool being made available to help the clubs. That's what MLS teams did as well, but it's the difference between sending out a scout that is only looking for your needs, vs a scout being sent out with a laundry list of various teams' needs. Players being found by a league level scout are never going to be as good as players found by a team specific scout.

Now the real work begins. They have three months to find 23 players and a coach. I suspect that a significant number of their foreign player slots will be taken by Atletico academy loanees.
Ottawa will likely become my CPL team for reasons of geography. That said, I expect they will not do well this year. In fact, as much as I'd like them to get off to a strong start so as to be attractive to fans, I almost hope they do poorly on the field this year. It would not look good on the CPL if they can throw a team together in three months and do well. It does look good on the league to be expanding, however, and to have a presence in Ottawa. It was the largest open market in the country and now they have checked that box. Three Ontario teams also makes for some interesting rivalry possibilities.
