I don't see how they are related. Cardiff have never switched countries, they've been in the English leagues for nearly a century and are seen as an English club by uefa.
In the eyes of the FA they are still a Welsh Club. But if UEFA decide to let them into Europe it will kick up a big fuss with English clubs. This has always been one of the sticking points about the Old Firm playing the the EPL. If Cardiff get into Europe it just opens another door for the old argument.
I think they would have a very hard time in convincing anyone that this issue will have any inluence on the OF to England issue. It is common sense that teams who play in a county's league should represent that country in international competition. I don't think this would pose a serious problem even in the unlikely event of the OF going to England.
