I'm driving down to the U.S. for a few days and I am wondering if there is a possibility that I can referee (even just AR) games in New Hampshire or Vermont. I have my CSA badge and obviously I will be out of CSA's jurisdiction. But I was wondering if there are any avenues for exchange. Mostly I am curious about other soccer refereeing cultures.
Do you want the official answer or the real answer? The real answer is that, if the assignor will assign you, no problem. I've had a guy or two from British Columbia come down to the tournament for which I was the tournament director. I even put in my rules of competition that we would only use USSF, CSA or FMF referees. [bonus points if you know what FMF is. Some guy at USSF didn't.] Have a good game, ref. The official answer is that USSF is supposed to ask CSA to have you come to the states to referee. What will happen, instead, is that CSA will say "Oh, not that guy. We've got a better referee that we'll send you." And that's not the answer that either you or the assignor/tournament wanted.
What Law5 says about getting an assignor to assign you is true. Find out the assignore in the area and email them. A couple years ago at a tournament, I had a ~15 year old AR. He explained that his sister was down from Canada for the tournament, and he wanted to do some games while she played. He was great. On the line, when a goal was scored , he didn't jog up the line to signal a good goal, he went at a dead sprint!
As far as I know, all you have to do is fill out the form and submit it to your provincial association. They shouldn't have any problem with it. http://www.canadasoccer.com/files/CSA_Application_officiate_Internationally_2011_EN.pdf
