Bush admin "asking" forcefully for voluntary emissions reductions

    I think this is fascinating, and I'd like to give kudos to the Administration for trying to get this to work. But neither side seems too happy about it -- industry people think that they're being strong-armed into "voluntary" agreements just like if it was the law, and environmentalists & scientists say that the concessions that Bush people are collecting are not enough to make a difference.

    The cynical part of me would ask if signing a voluntary emissions reduction treaty gets a CEO a special breakfast in the White House just like a big RNC contribution does (or DNC contribution in the last administration), but I'll hold off on judgment until I see just what comes of these agreements. My best guess is that Bush waves these things around on '04 campaign stops like they're "terrible towels", but either they're not being followed or they're such insubstantial reductions that they're not worth discussing seriously.
