This is because most of the international quality center forwards are of the last generation: Lewandowski, Ibrahimovic, Aguero, Benzema, Dzeko, Suarez, Cavani and Giroud. Surely you have heard of something like potential in players? A striker who doesn't shoot nets in his early twenties can still become a great striker. Lewandowski is a great example of this.
