There are usually three lottery phases. The first one is usually ahead of the Draw in December and you can apply for TST - Team Specific Tickets, or individual match tickets. The BS part is A) Have we qualified and B) you don't know who is going to play where. This is good if you don't plan on moving around. I had friends that knew they were only going to be staying in Belo Horizonte in Brasil so they managed to apply and snag some tickets to their matches. Same can be done for Russia in whatever city you wanna post up. If you snag the TST tickets then you're golden! In three editions, I've never managed to snag TST tickets in any of the lottery phases so don't pin your hopes to it. The second sale is after the Draw. Again, you can apply for TST as well as individual match tickets. Only this time, you will know exactly where Mexico is playing and can form a plan around cities and arrange all the flights and accommodations at that time.
If you have the cash and want to guarantee tickets. Hospitality (CAT 1) tickets will go on sale in july for $850 2 hours of food and chupe before and after the game plus the best seats. $2400 for 3 games Although this might seem a bit much for just 1 game, looking on the overall cost it might be beneficial. Hotels and flights will increase after the draw. Booking now will save you a ton. Also, I didn't meet anyone in 2014 that was able to score all 3 games in the first round from the lottery. This means you will probably pay way more from ticket brokers. Brazil vs Mexico was going for $1000 a ticket last time. You could also save a lot booking your trip early and just waiting for host cities If you really want to go, i say this is the best bet.
So many factors are pushing me to make this a reality next year. A) The realization that this will be the last WC that guys like Vela, Chicha, and Ochoa will be in their primes for B) No interest in going to Qatar and 2026 won't have the same feel to it if it's here in the States. C) It will probably be the last WC before I have children/real responsibilities weighing me down lol Will probably aim for 2/3 group matches if I end up going. We'll see.

I'm can scrape enough dough to go to Russia but not at hospitality prices. If you have the cash the Hospitality is the way to go. If not then keep an eye out for FIFA announcements regarding ticket info. With a bit of luck you can get a MEX pack...if not then see if you can get lucky buying individual tickets.
BTW... assuming a ticket CAT 4 (say $100 face value) was available for the MEXvNED quarters was available 3 days beforehand...how much would you have paid?
