    Despite German organizers' fear of hooliganism before the start of the 15-day Confederations Cup, police reported Thursday that only 56 people were arrested for petty offenses.

    The eight-nation, 16-match tournament - which ended Wednesday - was seen as an ideal test for Germany's organization and ability to contain violence ahead of next year's World Cup, which it will host.

    "As a test for the World Cup, it was a huge success - we had everything under control," said a state interior minister.
