That's a horrible definition. It means we can trick ourselves into thinking we can have concentration camps and rampaging youth in adjective shirts and papers please and unreality take over political discourse and still think it's not fascism because we have a democracy. Those things that uniquely describe fascism exist before autocracy as much as after. When we stop having a democracy it's too late.
