Im would say turkey, but my gut tells me Russia---both are the best & more consistent in terms of talent, & teams that compete in what use to be the Uefa cup

Turkey is the best league in Eastern Europe in my opinion. I think Russia is not that far behind.

Even though I'm a fan of England soccer team, I will bet for CROATIA in this
    poll.

I agree with this - the Russian and the Ukrainian leagues are probably the strongest (especially when it comes to the number of teams that could challenge the big guns in European competitions). The Turkish championship appears to be on the decline (e.g. Bursaspor were not really competitive in the Champions League and a number of the major Turkish clubs did not qualify for the group stages of the UEFA Europa League).
The Bulgarian top division is also is becoming progressively worse (the major issue is with local player development), though it's probably still ahead of Belarus (as there are 3 or 4 Bulgarian teams that could potentially eliminate the Belarusian champions in a knockout match). However, the Belarusian and Israeli leagues are certainly on the up, based on their clubs' recent performances in European games.

Turkish league is the best when it comes to entertainment - sold out stadiums, crazy fans and atmosphere

but Russian league is definitely better quality and attracts better players.

Judging by the RPL's results in the UEFA competitions, I would have to give the nod to Russia. Ukraine and Turkey are very close for the second. Turkey may have 4 reasonably good top teams (to 3 for Ukraine) but Ukraine have done better in the continental competitions. On the balance, Turkish Super League is very similar to Ukrainian Premier League: 3-4 strong contenders and a lot of drek.
