Trump did say they obliterated their program and set them back decades but that was last June. That was the intelligence he had at that time. Just because he said that last June doesn't mean it was or still is true. I believe the Iran powers then said just last month that it is in their right to rebuild and enrich their nuclear program once again. In turn, the Trump administration told them, then if that is the case, it's in our right to knock out your nuclear program. So they made the decision to end their enrichment. Right or wrong, this is where they are at.
