It may just be a thing where he does not count as a foreigner for Tijuana. I remember that happened with Calero at Pachuca. If he does play for Mexico I will be laughing at Mexicanos for many years to come. They make fun of USA for having foreigners with no connections to the homeland but this takes the cake.
