I noticed the ATR on the USSF site is now a generic (no dates). I've also heard from various instructors and so on that the ATR is no longer going to be published in print or PDF (first it was that they would no longer print it, that it would be updated in PDF format, however). Anyone know definitively and have a source I can verify that? Second, if the ATR is longer going to be published, is the ATR no longer controlling authority interpreting/applying the LOTG? Seems to me the Directives & Memos are not sufficient as they are not nearly as exhausting as the ATR. Thoughts on this?
Can't help you on what their intentions are, but if you download the ZIP file you will notice the PDF it contains has a file stamp of 8/30/2011 and the PDF has "Advice to Referees on the Laws of the Game, Revised 2011" on what would be the title page if it were printed. The graphical front cover does not specify a year as some previous ones did. The previous versions had on their title pages: Advice to Referees on the Laws of the Game, Revised July 2010 Advice to Referees on the Laws of the Game, Revised 2009 (In 2008 they released something called Additional Instructions and Guidelines for Referees and Assistant Referees. I can't find a 2008 ATR anywhere) Advice to Referees on the Laws of the Game, Revised 2007 Advice to Referees on the Laws of the Game, Revised 2006 Advice to Referees on the Laws of the Game, Revised 2005 (can't find/don't have a 2004) (The oldest I have, 2003, doesn't have this text on the title page although the note from Alfred Kleinaitis under Acknowledgements is dated 2003) All of these that I have are in PDF format.. I think I have 2010/2011 in print.
USSF is no longer publishing ATR in paper form. The intention is to publish (on line) a document that combines The Laws Of The Game, Interpretation of the Laws of the Game and Advice to Referees, law by law.
