John Reid says that it only needs UN "endorsement", while Peter Hain says the UN should be in charge.

A Foreign Office minister says "there is a fair deal of confusion"! Goes on to say the military will rule for "a few short months". (perhaps ties in with Wolfowitz saying 6 months interim period?)

It sounds to me like the Wolfowitz option (ie direct US rule for a fair period) is going to win out, if there is this "confusion" in our Government.

In my view there is some merit in this position, given that you cannot afford time for political squabbling in the immediate aftermath. But the UN is needed for the purpose of political legitimacy.
