Are the U23 qualifying dates set yet?

From the FIFA Website:

The preliminary qualifying round will be contested in the Caribbean and Central American regions respectively in Spring 2003. Eleven teams, (USA, Mexico and Canada plus 8 teams from the Caribbean and Central America) divided into two groups of four teams and one group of three teams, will play the semi-final round in late Autumn 2003. Six teams (the top two teams of the four team Semi-Final groups, the winner of the three team group and the host team) will participate in the final round (two groups of three teams each) which will be played in a single venue in Spring 2004 (before the end of March).

If a country hosts the final round of qualifying, does it still have to participate in the semifinal round next fall?

I mean, if, say, Mexico hosts the final (like we did in 2000), does it still have to go through the hoops of "advancing" to the final round since it is already in to the final as host?
