Technically no, the 1999 team lost 7 straight to end the season (though that's in 1999 MLS rules where 3 games were lost in a shootout). And in 2005 they went 8 winless to end the season which cost them the playoffs that year (they did pick up 4 draws in that stretch).
All depends on where you want to put the cut off. Personally this season has topped 1999 as the worst season in club history, however you want to parse it.

Considering "the spoon" isn't an official "trophy", there sure is a lot of excitement (maybe that's the wrong word here) to see who claims the worst of the worst MLS 2025. Typical of MLS, "spoon matches" will be played during a FIFA International Window. LA vs Dal and ATL vs Miami. 30 plus years and the Don still can't figure out a way around having matches at the end of the season (or during the playoffs) be impacted by international windows. Also MLS...LAG vs Dallas (played this past weekend) will now be Dallas vs LAG during a FIFA window. Seriously, can't make this up. I think SKC are in the clear. I also think LAG squeak out a win at home and SKC/LAG tie for worst in the West (what's the tie breaker and is there a conference spoon?). Ultimately, my "spoon money" is on DC. Atlanta was trying last night. DC has looked terrible down the stretch. ATL vs DC for the spoon, on decision day!
Regardless of where this stands in SKC/Wizards history....if PV got fired for starting the season with 0Ws, 7Ls and 1T, I don't see how you retain KZ for getting 3 pts in the last 11 matches. I have to believe this is that 2025 has the absolute worst start and end to a season in SKC/Wiz history. I guess the middle wasn't awful? With all this spoon talk, its worth remembering that: DC beat us 1-0 in March (PV) LAG blitzed us 4-1 a few weeks ago (KZ) We edged STL (1 win, 1 draw) We did not lose to Atlanta, Montreal or Toronto (also didn't play them) You're nothing special we lose every week....
To be fair, neither of those games was originally scheduled for the 11th, both were moved because of other competitions. Atlanta's was moved b/c Miami advanced in the Club World Cup, LA's was b/c of their Cash Grab Cup run. I feel like there's more "excitement" (focus may be the better word) at least among KC fans b/c we're actively involved in trying to avoid it this time. Last year San Jose was 10 points back of us by the end of the season, and in 2022 DC finished 13 back. We weren't going into the last few match days like it was a serious threat unlike this year.
I am no longer willing to be fair or to give the Don any grace when it comes to playing through an international window. Its not fair to the better teams that lose players. Its not fair to fans that follow the league. Its not fair to the teams that make MLS playoffs and have that tournament disrupted by something that is 100 percent known when league schedules are made. MLS can drop some games and the simplest way to resolve, but there are others. But that doesn't fit with the cash grab model.

Relieved that the Spoon is out of contention. Hoping the new regime makes this unlikely for the foreseeable future.
