Does FIFA have any rule that a country must announce what city they're playing a WCQ in at least a certain number of days before the game?

I guess they do. Put it this way, most 1st world countries are so organised that you know months in advance, 3rd world countries only have one decent stadium so everyone can guess it months in advance.

This year the CONCACAF Semifinals will end in October, but in the past they have ended in November, less than three months before the start of the Hexagonal, therefore making it impossible to announce the city where the game is going to be played three months in advance.

lol tell that to US Soccer. They are certainly taking their sweet time announcing the venues. They finally just announced the 2nd one for the Jamaica game. No one has any idea where the Guatemala game is going to be at yet though.
