I was just wondering with the advent of missiles like the AGM-88 HARM that have ranges of something like 100+KMs, what's the use of dedicated SAM sites? Are there any surface-to-air missiles that can possibly outreach these types of anti-rads? Are there any tactics ground crews can use to avoid them? (besides shutting off their radars?)

Sure. For example, the S-400 (current top-of-the-line Russian system) can supposedly reach out 250 miles, and even shoot down incoming HARMs.
Yes, that is exactly what they do. They use a communication system between the various radars and missile sites (for fixed sites these are purpose-built land lines which cannot be jammed and are hard to destroy), and they use special patterns of briefly turning on and off individual radars that makes it very hard for a missile to maintain a lock on any particular site while they keep a good idea of where the enemy planes are by transmitting data from emitting sites to all other sites. You can also use various forms of countermeasures, dummies, mobile sites, and so on. When used by people that know what they are doing, it is pretty effective. As far as we could tell, the NATO air forces were never able to harm the overall effectiveness of the Serbian air defense system during the Kosovo conflict (not that it prevented us from maintaining air supremacy). But Iraqi systems were crushed pretty quickly.

Later versions of the HARM are supposed to remember where radars emissions came from and home into the location even if it is no longer emitting, but it's questionable how well that works. Maybe the latest AGM-88E versions are better. It isn't like the general public gets a lot of info, one way or the other.
