Youth Players (and those not playing competitively for a first division second tier league (Holland, Scotland, Norway, etc.) or 2nd division first tier league (England, Spain, etc.)

In the past, France has been considered one of those 5 or so leagues (for example, Niko Gioacchini).

My impression is that he's gonna stick with France as long as France sticks with him, at any level. He has a lot of pressure to play for them - including from Le Havre.
