I saw the east allstar jersey for sale at a few DC United games I went to in 98 and 99. I remember seeing them at the stands selling stuff both years and was sort of shocked when seeing them. I didn't bother to look at the price for them cause I figured that they'd be pretty high. That's probably your best shot at getting one if you want one that bad.
There was one available in the silent auction at the Capitol Soccer Ball on friday evening. I can't remember who got it.

The MLS All Star jerseys were adidas Wizard home blues with an MLS Logo instead of "Kansas City" on the front, and the players team badge instead of the Wizards badge (except, of course, for Chris Klein). I doubt it would be that difficult to make one.
The neck was a v-neck on the all-star kit. The Wizards kit is a round neck. They were very similar, but not an exact copy.

I don't know. Andy is a long-time KC fan, he was there, he took the pictures (I think), and if he says they were Wiz kits, I believe him.
Then again, how often do I get to see the home blues, other than the one in my closet? If they're not made from the same adidas shell, then they are very close!
They arent the same...the MLS jerseys are the same jerseys Spain, Germany and France wore in the world cup but all Blue, KC's on the other hand were made way before they came out making them different
