NOW MINISTER OF THE INTERIOR SCHILY INTERVENES Text says that the ministry thinks the Bundesliga clubs violated some laws on the work permit, which was changed in February. Since then only the D1 teams of each sport may sign non-EU players and coaches. In soccer there is an exception for 2.Bundesliga. Law says that 5 non EU players may be signed by each club. The ministry assumes that pro clubs avoid this rule by letting non EU players play for their reserves. Kicker got the letter of the ministry and already checked the list: until last weekend 19 of the 28 pro clubs with a reserves in D3 or D4 violated the rule. 50 different non-EU players had combined 240 games in these leagues. Not counted are the non EU players who had a contract as contractual amateurs before – they got a special permit for this season only. Kaiserslautern with 6 and Berlin with 7 non-EU players of the pro roster are having the negative record. Before Schily will draw some conclusions, the whole rule might have solved by itself. In May the new rule was applied for one year on probation. The amateur teams are that angry that a new permission seems very unrealistic at the moment. In this case for 2003/04 the old rule that only U24 players of the pro roster are allowed to play in the reserves would be valid again.
