Of course they just traded the picks to the team that pulled a record transfer fee out of the draft and has gotten 5 or so other MLS players out of the draft in the last 10 years.

Didn't one of the Rapids chief scouts just move to the Union?

Something else unique and interesting about MLS. You can build squads via the draft or via academies.

I would suggest that if the Rapids can just average a 7 million € sale on every first round draft pick, they're gonna be okay.

Can you trade draft picks to USL e.g. Philly sells 1st round draft pick to Louisville for $50k cash?

If you sign them, potentially, but they could say no.

I meant trade the pick, before the draft.

Oh, no. The MLS collective bargaining agreement that allows the draft only covers MLS clubs. They could, potentially, do it in kind, agree to draft a player then offer them to a USL or Serie A or whatever club for some benefit in weird return (say Red Bull, moving a player onto another Red Bull side in order to be seen as the bestest, friednliest Red Bullers).
But what would be the point. There would be no guarantees they'd sign, the restrictions of the MLS draft don't apply anywhere outside of MLS, etc. Also, every club, worldwide, can negotiate with and sign college players whenver they want (since they are not officially club tied).
