I wouldn't say they don't care. Some do and some not so much. PSG does care about winning it. Borussia I don't think they do too much and also hadn't played a match in a month. I think different teams have different ambitions ... I think that's a fair assessment.
other thing I wonder is whether the hot ass humid american summer is too much for certain people. I put up with this shit on the daily and ive played in this weather too so I know how it is, its not for everyone. Playing in nice cool weather is definitely nicer for many reasons

I think there are several ways they could improve the quality of teams, but the main one is how the 8 non-CL winners from UEFA are determined, since this has a big impact. Reaching the last 16 of CL in 2021 shouldn't be a big factor as it is in RB Salzburg's case. I would just simply take the 8 recent champions of the 8 highest-ranked leagues or something like that. 2nd place if that team qualified already as a CL winner.

Not sure I want to start introducing domestic league champions without continental success. To me that is "skipping" a step and undermines confederation club tournaments. The fact that three-peat Mexican champions Club America are not here (leaving the overall controversial play-in aside) is rather comical. You need to get it done in the CCC. Nowhere else. Like it or not. I enjoy having lesser European clubs present, but if we have to change something then let's raise the country limit to three. Had that been in place this time we would have gotten the following clubs: 1. Man City (Winner) 2. Real Madrid (Winner) 3. Chelsea (Winner) 4. Bayern 5. PSG 6. Dortmund 7. Inter Milan 8. Liverpool 9. Porto 10. Atleti 11. RB Leipzig 12. Barcelona Better? Juventus, Benfica, and Salzburg miss out. Still a Red Bull team in there. And Porto remains.
Maybe there can be more playoff games like the one between LA and America so that teams like Bacelona and Liverpool can get in the dance.

Host it a couple weeks before the tournament. Lots of these teams played friendlies leading up to this Cup so during that time have Bacelona play the whatever Champions from whatever Country.
