It depends. Its a 3 million max per year, and there are different rules for u22s, DPs, and other players. Teams do not have to convert their sales into GAM either. The owner can just pocket the proceeds that the team individually receives. (This might have changed this year w/r/t cashfers. The rules online are just a summary, written by a web designer who read ever-changing rules that lawyers wrote.)

Honest question, because I'm not a doctor, I don't play one on TV, and I didn't stay at a Holiday Inn Express last night: If he had some kind of undiagnosed heart condition, and now they know about it, and he has a pacemaker, does that actually make him more of a risk or less of one? Wouldn't the pacemaker provide an extra level of fail-safe that most people don't have?
The Nancy/Tall MO is guys who want to be here first and foremost, it seems to me. Then is the fit and how they can help us. Gotta have all of the above. Remember, Issa isn't begging guys to come here, so it is unlikely we'll ever get top 5 league types, because you have to sell guys like that to come here. And Issa, apparently, doesn't do sales. Combine that with the Haslam reticence to spend top dollar (on soccer players, anyway) and Nancy's seeming preference for younger players who are not set in their ways (or think they know better) and you get where we are at, transfer-wise. Or so it appears.
Nail on the head. You can’t just blame this all on Tall, Nancy and the Haslam’s play a role too. Of course the Crew would have to pay above asking to attract top talent, we’re not a NY, California, or Florida team. The stance that we are unwilling to do that and the player needs to really want to join the team is a serious handicap. Nancy is as guilty in this respect as Tall. It’s how we end up with players like Gazdag who fought to play for the Crew when Philly (obviously) would have preferred him to go somewhere out west. Correction, apparently we are willing to pay over market price in this misguided venture. It’s a false economy, we’d be better off spending more on a player with a higher ceiling and development potential . Clearly not my call. I am excited about Picard though.
Top among the things I wouldn't understand if we acquire Abou Ali is, for a coach who's obviously so picky about the type of player he wants, who'll work within his system, and who really likes younger players who he can mold, what is it about this 26 year old striker that checks those boxes for Nancy? Frankly, I couldn't care less when Jimmy Haslam pays for him. It's not my money and doesn't affect the overall salary budget any more than does any other DP. I just want our next DP to click with everyone else on the pitch and help us win a championship. If Nancy met Abou Ali face-to-face and is convinced he's "the guy," who am I to question him? Thing is, it was easy to see the allure for a player like Cucho who'd scored goals in the Premiership. In this case, not so much.
Meanwhile miami gets a 4th DP I hope we get high level production from Abou Ali. But he seems like a younger Moting who is currently replacement level for NYRB.

It's difficult to argue too much with Nancy/Tall about being hesitant to spend too big on one or two specific players. The league is just littered with examples of this going horribly wrong. In addition to that, we've been extremely successful in the past five years without exorbitant spending. Lucas and Cucho were huge increases compared to what we had been used to, but relative to what other teams have spent on transfer fees recently, they weren't anything crazy. As long as we are willing to drop $8-9m on the right player, at the right time, we'll be fine. That range can get you players like Cucho, Facundo Torres, and Evander. Also, as a coach, you need guys that actually want to play for the club. If ownership goes out and splashes big cash on a big name guy who isn't fully committed in an effort to sell more tickets and merch, your job just came way more difficult. Now you've got a guy that's bigger than the locker room (in his head), likely a polarizing figure, and someone who can very easily create a rift in the team. No thank you. I'm not saying we need to be penny pinchers. But this idea that we need to spend $16m on one player if we want to compete for trophies is nonsense.
The guy might be a rockstar goal scorer. I certainly hope so. At the very least, he's a dramatic improvement over JRR. Personally, I really don't want to hear Issa Tall wax poetic about this signing. I want to hear Nancy talk about why he feels this is a great move.
or a guy who was worth 1.7m 12 months ago playing in the egyptian league because he scored a hattrick in a CWC game (ignoring the fact that he keeps moving to different clubs for some reason, has health problems, is nursing an injury, and in the two other CWC games he was god awful including scoring a really bad own goal which helped keep his team out of the knockout round). For 8 M + 1.5 add ons we could have done a lot better. Let's hope he scores a bunch of goals because we aren't going to make a big fee selling him in 2-3 years.
I'm not arguing any of that. I brought up his heart issues myself. I'm very skeptical of this signing. But with that said, I'll reserve judgement. If Nancy greenlit this move, he must have seen something he really likes. Nancy isn't always the best evaluator of a player's potential within his system though, so we shall see. My overall point though is that we clearly are able and willing to spend the amount of money that can easily land you a transformational player. Will this guy be transformational? Who knows. I'm skeptical. But the FO ain't pinching pennies.
If this is who we get let’s hope it works out we need a 9 and this guy is that and we create chances and need a quality finisher. I also wanted Schletto as coach and not Porter but we did win a cup with Caleb. Nancy can make it work as long as the guy works harks hard and desires to be great. I wanted Lopez but I’ll be happy we get a quality DP striker which was a huge need.
In Nancy we trust but his track record of recent signings in/out has not been great (at least since Bez left). Here's to hoping Ali (if we sign him) scores a @#$@ ton of goals

I like how everyone is bringing up Lucas and Cucho. Not a single person on here was calling for either of them before we signed them. I would be surprised if either was known by 1% of the board before links to the Crew or signing them. We signed a 9 who wants to be here and some are still not happy.
Head coaches should NOT be GMs The list of disasters in pro sports of coaches who attempted to do both is miles long. Nancy might be writing his name on the list as we speak. I know he’s not a GM, but he’s clearly involved in the transactions and it’s not been impressive.
