Well according to the Toronto Star they want a bubble approach with players and their immediate contacts tested daily. Presumably this will mean charter flights. Outdoor capacity is set at 75%.

Is it me or does Mexico’s attendance tonight seem pretty lackluster by their standards? They are in Dallas again. This time the Cotton Bowl as opposed to Jerry’s World.
Although I suppose we should remember they planned this tourney back before stadiums reopened across the country. Probably understandable with the covid uncertainty at the time that they chose stadiums likely to allow fans and they minimized travel.
I find it very hard to believe that the USSF would put the game with El Salvador in a place where the crowd would surely be heavily in favor of the opponent. DC is such a place. It would be like putting US-Mexico in Texas.

True, but USSF would have to give their permission. And yes, it is an awful lot like taking advantage of the situation.
This would make for an interesting qualifying dynamic. USA would have an advantage NOT having to travel great distances to Central America and putting up with hostile fans. On the other hand, USA players wouldn't get to experience a hostile crowd so it would be hard to see how they could handle adverse situations with fans and/or field conditions. They wouldn't have to worry about such things until 2029!

I'm certain that they could deny it. USSF has to bless any international team match held on US soil. Even friendlies. Whether they would or not is an interesting question.
I'll guess the USSF approves El Salvador's request. It should ensure a good playing surface, a not entirely hostile crowd with a good American presence, and does the ES federation a favor in recouping some of their pandemic revenue losses. win-win
