That's a problem statement that MLS as a whole does not quite grasp. The top players can only do so much against a team and league of high caliber. We may joke about the level of play of the Mexican league but we are quite honestly spoiled to have a really good league. MLS as a whole requires a lot of work beyond young talented "DPs" littered with segunda level of talent at best.

There's a lot of bragging about MLS increasing salaries but the truth is that the value is inflated. The reality is that no one in Europe pays $7M for Altidore or Bradley...that's why Giovinco is in Saudi Arabia. That's how a CPL club with 10x less in salary eliminated Vancouver Whitecaps. The salaries might total ~$15M but they aren't playing like it nor are they truly worth that on the world market.
