Blas is a last-minute replacement for Nick Uranga due to illness.

Good to see plenty of new faces. Hopefully they perform well. By the way, does MLS have a mandatory retirement age?

Oh. Then what prevents Kevin Stott from refereeing until he is 70?

Good yellow by Petrescu to Perry Kitchrn for dissent after an LA Galaxy goal that was disallowed for offside.

I went back to watch it.

Technically it was for excessively using the review signal which is a separate offense from dissent.

But that was a very tough situation for the AR. Ball comes in on a FK and the 'offside' player and the GK come together leading to the ball falling about 8 yards from goal. Flag goes up and the whistle goes just before LA puts the ball in the goal. I don't think he was offside, but the whistle went so there's nothing we can do.

In the World Cup, I think the AR delays the flag, but I can see why the AR put the flag up when he did. A little unfortunate for the Galaxy.

What's the procedure for deciding whether a foul took place in side the box vs outside.
If it starts outside and carries in?

Nearly the last play of the game with SKC and RSL and SKC is already down two players. SKC defender fouls an RSL player who is in on goal. Starts just outside the box and carries into it. PK and yellow given. Rather than DOGSO red and free kick outside the box.

RSL was already winning 3-2 at that point.

I watched it again. To me it looks like the trip occurs just outside of the penalty area, but it's really close. The VAR doesn't have access to the same high definition super slow motion cameras that the World Cup VARs do. I can see how he wasn't 100% certain it was a free kick.

For holding, if the hold continues into the PA, it becomes a PK.

For other fouls, it is the point of illegal contact--doesn't matter where the player falls. (And potentially there could be more than one illegal contact, but continuation does not apply.)

VAR reviews to see if the foul was in or out, but must be clear and obvious error to reverse.

He initially pulled out a red card. Then fumbled for the yellow.

I think he initially thought it was outside the box, decided he could get away with the yellow and PK instead.

Replays still let us see the contact outside the box.

This impacts the next game. As much as within that moment it feels as though it's a just outcome, SKC now only has two players unavailable for the next game instead of three, from red cards. I am sure a struggling Toronto would enjoy any advantage they can get.

I don't know you can jump inside his head like that. I think equally possible is "DOGSO. Damn, got to get out the red card--nope, that just changed, this is that exception, yellow it is." Anybody have a clip of it?

Looks to me like he pulled the wrong card and didn't realize it until he saw it--the card comes down really fast when it reaches his eye level.

Another possibility is that's when he hears the LAR yelling "Inside-inside-inside" through the com system, or whatever the magic word is to tell him where the foul occurred--LAR should have been in the right place to make that decision far better than the R. This may make more sense, as R does not point to the spot until after showing the card. [EDIT: And you can see the AR walking to the GL/PA intersection as the card is being shown, which would be the AR signal for a PK rather than FK.]

I'd love to hear what was actually going through his head. Perhaps this will show upon the AR weekly review in terms of teamwork.

As someone pointed out, you can have multiple points of illegal contact on a foul challenge, and I heard that was what happened here. Basically, Ilie completes the challenge by sweeping through the opponent with his left leg, and THAT contact was inside the area. To the best of my knowledge, that's a situation where to give the potential restart most beneficial to the aggrieved team, or at least makes it ambiguous enough to lock out the VAR.

Who do you think will be the next US referee added to the FIFA panel? It seems that JC Rivero and Nima Saghafi are getting the best/most games out of the younger non-FIFAs. Any other guesses? The US needs some new blood on the FIFA panel.

I would definitely predict those two will be promoted in the next year or two. I also think Penso should be FIFA, not sure why he was removed in the first place but I would say he is one of the top 5-8 referees in the MLS.

Any thoughts on why the foul that led to the penalty kick in the ~78th minute and why it wasn't DOGSO? Direction? Unless I missed it, I didn't see a yellow card given.

Look at the direction of the ball after the last touch by the attacker (and perhaps the defender). It's away from the goal and into a spot where it's no longer an OSGO.

I’d be interested to hear the story on that one. He’s usually strong. So is Chapman.

It's long been rumored (and verified to an extent in other threads) that Penso doesn't play the politics game and has therefore been blocked.

I've gotten the idea in the past that he doesn't put up with anyone's shit so that makes sense.
