1. It's not highly competitive. The standard has dropped a lot from the reason I mentioned before. 2. It's not off season. They can just release players for the U-21 European Championship instead, which is at much higher standard. Not many clubs are keen on releasing players weeks earlier than the end of the season. Plus, there are U-21 and U-19 European Championships in a month or so, and some countries have had to spread their talents thinly. Look at England, U-20 team was told to choose players born ONLY in 1997, because they wanted younger players to participate in the U-19 European Championship.
