There is no way Portland can get the hand down. They can only qualify by making the MLS Cup final. This is because NY and KC will both play in the East conference play offs, hence 1 team from the West will qualify. The remaining two spots will go to one team in each of the following groups: 1) Kansas City, New England or Houston (if NY or Montreal make the MLS Cup Final, Kansas City will be given the spot as Supporters Shield runner-up) 2) Portland, Salt Lake, Los Angeles, Seattle or Colorado.
Colorado and Montreal were knocked out in the play-in round. If New York and Kansas City both win their quarterfinal matches, Kansas City will be guaranteed a spot in next year's CCL, either through the hand-down spot or their own qualification.
New York is out, so no hand-me-down spots in MLS this year. HOU, SKC, RSL, and POR fighting for the last two CCL spots.

Sporting Kansas City advanced to MLS Cup. I think the CCL allocations should be determined before the season. In UEFA, changes in country coefficients after 2012-2013 are for the country allocations in the 2014-2015 Champions League and Europa League. The changes do not go into effect for 2013-2014 so that clubs competing in the 2012-2013 leagues knew what they needed to do to qualify for the 2013-2014 Champions League and Europa League.
They have been determined for the season every time before. I think what's going on now is that MLS/USSF proposed new changes and CONCACAF is dragging its feet. I'd expect qualification to stay the same for 2014-15, and then if the new changes are implemented, they'll be in place for 2015-16.
Funny thing is, if the MLS Cup Final ends up being Sporting Kansas City vs. Portland Timbers, both teams are in the 2014-15 CCL no matter what.
Real Salt Lake won, so Portland has to root for the CCL spot to go to Western Conference regular season winner.
The next guaranteed qualifier will be determined tomorrow at 9:00 p.m. EST in Panama, when Tauro play San Francisco in the 2013 Apertura final.
Arabe Unido was 7th and Sporting San Miguelito was 8th out of 10 in the Apertura. Do you think they did worse in Panama because they were playing Champions League games?
IMO, Sporting San Miguelito appears one of those fly-by-night teams that have one good playoff run and return to the norm the next season (see: Chorrillo last season). Árabe Unido, OTOH, only collected two points from their first five league games before starting on their continental schedule; while CCL play isn't directly responsible for their Apertura finish, the two-front campaign probably prevented them from recovering from that horrid start.
