No, the report just says he is free to go at the end of the season, and he has his eyes set on playing somewhere else... as sc-f posted in that other thread though the Premier League is not mentioned.
He isn't good enough for the English Premiership not to mention I doubt he would be eligible for a work permit unless taking British citizenship? Perhaps he will head home to Japan?

The Irish League yes, the League of Ireland no I don't think he would but I may be wrong. However, as well as a British passport he would also be entitled to an Irish passport so he could actually go via this route which would also enable him to play in Britain without the need for a visa. Again though Japan does not recognize dual citizenship so he would have to loose that, but he could take both British and Irish citizenship! Yes, it is THAT complicated!
