I figure CONCACAF [3] Club from Host Nation (likely 04 League Champion) 03 CCC Champion 04 CCC Champion UEFA [4] 04 Champions' League Winner 04 UEFA Cup Winner Whoever else they designate (2 clubs) CONMEBOL [4] 03 Copa Libertadores Winner 03 Copa Libertadores Runner-Up 04 Copa Libertadores Winner 04 Copa Libertadores Runner-Up AFC [2] 03 Asian Champions' League Winner 04 Asian Champions' League Winner CAF [2] 03 African Champions' League Winner 04 African Champions' League Winner OFC [1] Whatever team they designate That's 16 clubs.
Is there some particular reason that you think every federation but UEFA will send 03 and 04 winners and if needed runners up, but UEFA will just pick any extras at random?
Because based on press reports as well as the performance of clubs in the last WCC, UEFA doesn't take this competition particularly seriously.

They barely decided where to somewhat place the event, the distribution of spots for the confederations hasn't been discussed and there is another CONCACAF Championship to be played so I would think Toluca's place is not solid yet.
They still owe the Galaxy a trip!! They cancelled our turn just when we were ready to destroy Real Madrid! Would have been nice if it was here in the USA when an MLS team was CONCACAF champ. Someday....
