At first I thought this was about some people in Newark, NJ, and I wondered how they were able to find a stretch of street in order to do those speeds.
I lived in Newark for many years and know North 21st Street very, very well. It's a 35 MPH zone with malls and stores and houses. There's noplace I can envision going 80 let alone higher than that. Scary.
Speeding is all the driver has been charged with? I think they could have thought of a couple other charges for the initial report...WTF?
