From what I understand Sammy Ochoa is now cap-tied to the United States. He would not be able to play for any other country, youth national team or full national team aside, because he participated in a FIFA sanctioned World Championship with the USA (U-20 WC). If I am correct due to this participation he is no longer allowed to switch nations unless presenting a appeal to FIFA and having it approved. I think I remember someone trying to do this and getting approved, DECO to Portugal from Brazil perhaps.... I may be incorrect, but I thought this was the case in these kind of instances....
Sammy Ochoa can only be cap-tied to the US after he turns 21 (if he hasn't play for Mexico by that time yet) or if he get a game with the senior USMNT. Similar situation to the Italian American Guiseppe Rossi with Italy. Adu is now cap-tied to the US since he has played a game for the senior USMNT. By the way, how old is Ochoa at the moment? Anyway, I thought Ochoa turned down Mexico U-20 to play for the US U-20 last time?
Ochoa is an 86, about to turn 20. As Namdynamo said, he's not cap-tied until he turns 21 (next year) or plays a match for the Senior USMNT.
If there was ever any reason to call Sammy Ochoa into the game on April 11, this would be it. Cap-tie him now and then Mexico won't be an issue. Playing for your home country, especially when you play in that country's league, could be a big temptation.

I think you guys are right, but I believe once you compete in a youth championship sanctioned by FIFA you have to do some kind of appeal process in order to switch nations. Im not 100% sure but I think this is the case.......... The appeal process of course is not guaranteed, as said earlier I believe DECO from Portugal had to do this because he had participated with Brasilian Youth National Teams....

Of course he will be called for the olympics. If he keeps getting starts and scoring goals in the MFL he'll get a full USMNT callup after the World Cup maybe even before.
I saw the second half of the his game this weekend on Galavision vs Tigres (I believe). He had one great chance to score. He was subbed out around the 80th minute. I am not sure if he started the game or not though. The announcers made it seem like he had come in as a sub in the first half. The kid showed some good instincts on the ball.
Hard to believe, usually the champion striker of the league is a experienced foreign player (remember that in Mexico Sammy is considered a mexican). Yet, you never know, anything can happen.

Basically everyone from last U-20s are qualified for U-23 in 2008. So you have forwards: Ochoa, J. Johnson, Barrett, Watson, Nguyen, Peterson, J. Smith, Rossi (if he commit), Avizu, Zimmerman, and others.

I don't know. They didn't show that well together at the U20s. Not that they're both not good, I just thought they didn't compliment each other very well. That U20 team lacked a speed forward. Based purely on reports, I'd go with Ochoa and Smith. Ochoa has great touch but is big and holds the ball up very well. Perfect for pairing with a speed merchant like Smith (whom I've of course never even seen ).
