All of what you say is correct, but in order to switch association at a later point the player in question needs to have both citizenships when he begins playing for one of the countries. The thing with Gonçalves is that he still lacks his Swiss citizenship, meaning he won't be able to switch if indeed U-21 friendlies (i.e. non-competitive matches) are association-binding.

Article 15 Principle The way I read it friendlies by themselves are never association-binding at any level. The game has to be part of an offical FIFA or UEFA sanctioned competition (such as qualifying or a final tournament.) Where it gets tricky is when a player has an official appearance at the youth level and then an "A" level friendly. Some say that also qualifies as association-binding but I've never seen it in clear writing. Long story short, I think Gonçalves can still switch back... (although I highly doubt he will.)

his parents are from Cabo Verde, but he was born in Lisbon and got a Portuguese passport when he was 2years old, his family moved to Switzerland one year ago, he requested the Swiss passport as he's eligible for it after so many years in Switzerland... but he still hasn't received it. As he's only played for Portugal on U-21 level, he still could play for the Swiss team and as he would be interested in so we hope he gets his passport asap. he will have to have his toes operated and he should have done it at the beginning of January, but he postponed the operation because he wanted to play for the Portuguese U-21. He's going to be out for 2 months after the operation.
He's on the bench today, he had an impressive debut against Aberdeen last month but he'll find it hard to displace Fyssas at left back.

I've just looked it up and it was 11 players Hearts signed in January. That's to go along with the 9 they signed in the summer. Add the 4 Scottish internationals already there and a few others and you have a very big squad. There's about 30 first team players at Hearts. Goncalves actually signed for FBK Kaunas and is on loan to Hearts, along with a few others like Bruno Aguiar and Edgar Jankauskas.
