I can’t see him starting that much more than he did this season. Most of his starts were in the Europa league where next season it will be the first choice players mostly starting those matches because it will be the Champions League. He needs them to go deep in the CL to get more league starts.

Very skeptical this would happen, far too egalitarian. The UEFA's mooted wage cap, which is based on club revenue is by far the most likely, if at all, hence why its a lot of the big clubs pushing for it from UEFA.

If it means more opportunities for the young English players they already have it doesn't have to be a bad thing, the squad is pretty constrained on international slots.. It would be great if Jones in particular gets the opportunity to build on his strong end to the season but Elliott should be targeting a bigger role too.

At some point a government will want to get the credit for reducing the amount of foreigners in the Pl would bring as the majority of people think the PL has way too few English players. When a major senior failure occurs all politicians will jump on the bandwagon pretty quick.
The Premier League is probably our greatest cultural export. It looks like it's going to become more and more powerful in coming years as well, especially if Qatar get United. It's business basically. I'm not sure that's true. I find most fans don't give a crap about English players. They just want their team to be the best and will enthusiastically welcome any deplorable owner that can offer them that. I don't think it really moves the dial on English representation anyway so long as the homegrown rules remain the same.
The Homegrown rules could change soon due to the UEFA court case and inevitable fact if UEFA amend their rules the league will change as well but I’m not sure what it could change to.
