To be quite honest, I have no recollection of any USL2 team going to NPSL or UPSL...or any other league that isn't professional.
the initial franchise fee for USL2 is probably at least 10x more than the amount required by the NPSL, so very unlikely that anyone paying that initial fee would want to move down the ladder.
Back on topic, and maintaining accuracy... Recently there was a club that plays USL2 also enter UPSL, The Villages. Without trying to look through the horrible UPSL website and trying to sift through which teams actually play...that is one USL2 club that does have UPSL involvement.

------------- What league? This is about half way between Austin and San Antonio. Kind of surprised not in San Marcos the university town.
This is the PDL thread, should be USL2 now. But, it’s just been kept as PDL. I put “Kyle” because that’s what the press release mentioned. There was a semi-mention of Austin. So, possibly the home venue will be more that direction?
---- My daughter lived in San Marcos for a while and we went to Texas State Women's soccer game- nice little facility probably perfect for USL-2. Kyle is growing area, as is everything up and down I-35. But I really wouldn't call it an Austin suburb. With MLS in Austin now, USL-C Bold leaving Austin and of course USL-C San Antonio, not really sure what an USL-2 team markets towards. Also have to remember there is also an MLS-3 Next Pro team too.

I know there are lists somewhere that show every team that died in every league and probably a list of every league that came and went, but is there a list of teams that were announced and for one reason or another , never even played?
Can't say I have seen or heard of one of those lists. Can't say I'd know of any USL2/PDL teams that fall in that category either, at least over the last ~10 years. There were a couple that possibly could fall in that category, but then pandemic happened and delayed their start. Maybe just Louisville City? Although, I'm not sure they were ever announced, but just committed to having a team, but backed out right after pandemic time. I think their first season was supposed to be Summer 2020.
