Bill Barr shut down the federal investigation into this matter as soon as he became AG. Andrew Weisman (who was on the Mueller investigation as a special manager) was discussing this on tv last night. I would not be surprised if federal campaign finance charges do follow this indictment at some point, if they are needed (and I think they are).

It's a combination of the Barr DOJ doing everything it could to stymie investigations of TFG and Garland's tortoise-like pace coupled with his reluctance to do anything that can seem even remotely political.
