Upgrades that cater to the mega-rich that can afford a suite, nothing for the vast majority of fans baking in the sweltering sun. What a joke.
I enjoyed the stadium tour as a company/team building event some years back but I never enjoyed watching games there. The direct distance from my place to Levi's is the shortest compared to Spartan, Buck Shaw, PPP, Stanford, Coliseum and Oracle Park, but it doesn't make the access easier, especially when existing after game.
Besides access, there’s the ol’ “flat rake” which makes you feel like you’re in another time zone if you have a further back row.

I think they were thinking "college football stadiums from a century ago" like this. They should have taken a short course on rakeology from David Kaval.
Looking at the 49ers schedule, seems as though they play about 10 home games a season. What do you do with a stadium the rest of the year? They may have decided that most of their revenue would come from concerts and the like, in which case a flatter seating section makes sense.
Jed York mentioned that Notre Dame Stadium was an influence. He and most of the extended DeBartolo family wen to Notre Dame. Too bad it doesn't look much like Notre Dame Stadium.
I can see it a bit in the design of the skyboxes, but let's be honest, the Levi's skybox tower is an abomination. Looks like someone glommed on a 70's era Holiday Inn on top of the stands.

The context that I recall was about the reason to put that tower on one side instead of the symmetric design of many recent NFL stadiums where there are 2-3 levels of suites on both sides, and then each side has an upper deck above that. York's idea was that pushing all of the suites to one side kept the upper deck on the other side from being stacked too high and it met a goal of keeping all the seats closer to the field than the top row at Notre Dame is.
