It should be a card. It is one of those handling situations that bring disrespect to the game. It would be cautioned in most games.

But unfairly not giving a team the numerical advantage they deserve is simply wrong. Totally different game if it becomes 10v11 there. Not only unfair to Netherlands but unfair to Croatia also who now have to face a player who rightly should be suspended
Looks like Dumfries got a yellow during PKs, and then a second yellow during PKs. Plus two bench players got a yellow, so the total is 18 yellows and 1 red (Dumfries).

It will be very interesting if someone from the media asks Collina whether there is a directive and then follows up after he gives the obligatory “of course not” initial response. There is simply no way Antonio Mateu Lahoz, who has never been afraid to make a big decision, suddenly forgets that a red card is a perfectly reasonable thing to do in a match like this. Collina and FIFA can deny it all they want, but this game proves the suspicions once and for all.

You're forgetting the golden rule: he who has the gold makes the rules. This is FIFA's gold. They want the spectacle and they think the spectacle is best served by the game staying 11 v 11. You and I may not like that, but FIFA has the gold and FIFA sets what they want.
