A quick review tells me the policy went into effect in 1994. Before that, official policy was "we must hunt down and root out these unnatural people with the nerve to want to serve their country." DADT was a compromise solution-- the hierarchy was willing to stop looking, stop poking into things in search of straying penes, but they were terrified that drag queens would take it as license to do the merengue around the barracks while handing out poppers. So if one came out, if one accidentally got caught, one still got drummed out of the corps. That was their side of the compromise. So he shouldn't have had to lie-- except in the sense that not speaking one's truth is an implicit lie. It is quite true that DADT did zero to help gays get out of the closet-- it preferred them there. But at least they were mostly safe from active pursuit and incarceration. And the fact that it happened at all was a small step on the route to today's much more accepting society. People thought things through from a different perspective rather than swallowing the traditional line. As a white hetero male it is an astonishing and gratifying difference in the day to day texture of my culture, even though there is a lot of room for further improvement. YMMV and probably does, but real distance has been crossed and one can see it from over here, honest. If you break out the "F" word or do your impression of Liberace in random company you are no longer greeted with laughter and approval but rather active rations of shit from a plurality, even majority of bystanders. A generation more and it'll be over. We are going to leave a world that is better than we found on this subject, anyway.
