Well Cat 4 tickets are not for the "poor" Qatari. They usually buy Cat 1, even if other category tickets are available. These tickets are for the Expats lol.
Monitoring tickets other than a basic scan is not possible when managing crowds of this size. The other issue is that FIFA doesn’t want empty seats at big games as it shows that there was a failure of some kind. Think of all the cat 4s that will be sold unofficially throughout the tournament. FIFA would rather those people go than have people say what went wrong why were hundreds of people kicked out of the stadium leaving empty seats. That means an enquiry etc. I personally won’t buy a cat 4 ticket or use the domestic portal but I would be very surprised if there are issues.
I was able to cart it, but I haven't been able to cart the other games I WANT. i won't be there for that date. I was just seeing if I could cart it.
I wouldn’t risk accessing the CAT4 section if I m an international fan especially if it is under the name of a real friend living in Qatar. It is a huge risk for me and for him

The restriction is for selling tickets, not for attending the games. Guests can go and see the match even if the main applicant does not attend.

Sorry to ask but went back a few pages where the question was asked but no answer i dont think, but what does it mean when an email says 'ticket cancellation' and the ticket being no longer valid? Is there a problem or poor email wording following a sale???

We received an email regarding the resale. In this email the following wording answers your question: “FIFA Ticketing will make another resale window available, closer to the tournament, during a period that will be informed in due course.”
Yes, there will be 1 more resale period nearer to the tournament. It is mentioned on the website. My guess is that it would correspond with the last 2 weeks of Last Minute FCFS like this current one.

A 1 in 8 betting odds doesn't translate into 60% and 10 of 38 certainly does not represent an entire coverage of a tournament. Looks like ITV and BBC had better coverage in 1978, but sill not 100% I re-affirm that 1982 was the first World Cup that someone could watch all the matches from their living room, albeit some delayed a few hours.
I doubt cat 4 entry will be a problem. My only concern is they require locals to confirm residence before tickets get placed into their account

Agree however that an endless debate on the science would derail this platform, but passing remarks on policy seem very appropriate. I've had 3 jabs and don't particularly want to be forced into a 4th just so I don't lose thousands of dollars invested in this World Cup.
