April 25th of P'yŏngyang in North Korea. Named for the date of the formation of Kim Il-Sung's anti-Japanese guerilla army in 1932. 25 seems to be a big number in recent North Korean history. The Soviet 25th Army entered P'yŏngyang on August 25th, 1945, ultimately establishing the city as the capital of the new North Korea. I didn't realize North Korea used the American date format.

UEFA also commissioned a report by a company called Oliver & Ohlbaum, which said changing the international calendar to accommodate a biennial World Cup would cost European federations up to $4 billion in lost revenue. The World Leagues Forum have their own study that was done by KPMG and Delta Partners, predicting $9 billion in lost revenue, matchday income and commercial agreements.

As it stands now, yes. It's hard to imagine either side being willing to share a year. Each of them gobbles up huge chunks of TV time and mega-sponsor dollars, which couldn't be crammed into one year.. Plus, under normal circumstances both have to be held in the summer, which reduces the commercial value of both. So if the Olympics won't change their rotation years - which seems unlikely at best - then FIFA would have to.
