We are nowhere near ready on the money side to get a second tier competition. The majority of UEFA teams are still amateur or semi-pro.
But there are a lot of very good sides not in the uwcl though. Or they could expand the group stage to 32 teams and ditch some of those preliminary rounds
We are talking about UEFA here, it took them years and years to get to 3 teams for the big countries and years also to get back to a Group stage. It is like moving an elephant.

I hadn't watched the game live, so I enjoyed the highlights. I am very disappointed with the weather, though! Who could have expected a snow blizzard in Iceland in December? I mean, there must be a reason why the land is called Ice... uh-oh! Anyway, it was some time I wasn't seeing a red ball awkwardly slipping and sliding on a white field. It must especially be a nightmare for a Goalkeeper whose team is dominating the game: in 2nd Half, at least, Breiðablik gave Misa Rodríguez some action, but I wonder how she survived 1st Half and, at the end of the match, it seemed to me that she stormed away from the pitch with a pained look on her face...
Actually snow and heavy rain generally help goalkeepers. Modern gloves actually gain traction when the ball and field and the gloves themselves get wet. Also, since footing gets bad to very bad the shots are generally softer and have less spin. That is at least two of problems for goalkeepers get mitigated. But there is a problem if you are playing for a good team and they dominate the game. That is it gets COLD when you are standing around waiting for something to happen and then, when something finally does, you find that your whole body has stiffened and, sometimes, you do not even notice the cold until you try to get your body to move quickly in a disciplined manner. The real problem for goalkeepers, other than the cold itself, is visibility. I once played in a match in Colorado (I think it was bolder) when about ten minutes in the snow hit hard. In the next ten minutes the ball would disappear if it were kicked high and we were using an orange ball. The other team realized this and starting kicking free kicks and crosses as high as possible. I gave up one goal where I never saw the ball coming down until it was behind me. But there is one myth about bad conditions that it seems everyone spouts every time a field is wet or muddy or snowy. That myth is the bad conditions cause serious injuries while the actual "fact" is that serious injuries decrease and that is because of poorer traction. )but minor injuries do increase) If one player tackles another and hits the lower leg or knee. In normal conditions the leg or knee might get injured because the foot will not move. But, in bad conditions the foot could well come lose and reduce or prevent serious injury. It is a bit like when helmets were introduced into American football. The helmets did reduce head injuries. But technology improved the design and helmets began to fit tighter, and therefore better, sort of. The inability of the head to move within the helmet meant that the only thing that could absorb torque from twisting was the players neck. Even simple impact with the ground caused sever neck injuries. This got mitigated a bit when, to try and fix the new problem, helmets were made "slicker" on the outside. But, even to this day, helmets cause at least as many serious injuries as they prevent. I believe that there are more concussions in today's American football than there were before "modern" helmets. Helmets do not prevent many head injuries as the brain is still allowed to shake inside the skull allowing, or even cause, more Coup and contrecoup brain injuries are not prevented by keeping the skull safer. But the NFL and College football and even pop Warner football seem to suppress and/or misdiagnose head injuries. No, I do NOT advocate helmets in soccer unless it is the skull itself that is to be protected. And, if there is an injury causing the "need" for a helmet, then the player should not be allowed to play at all.
Speaking of the Icleandic women and head injuries... I swear every time I watched the them back in the 20th century, someone always had a head bandage on. I have distant memories of a game against someone (I think it was France) where both teams had players heads bandaged and bloody.
